Notice of Availability of the Final Environmental Impact Report for the Coso Operating Company Hay Ranch Water Extraction and Delivery System/ Conditional Use Permit #2007-3

Introduction:

This notice is intended to inform interested entities of the availability of the Final Environmental Impact Report (Final EIR) for the Coso Operating Co. LLC’s (Coso’s) application for Conditional Use Permit (CUP) #2007-3 to construct and operate the Hay Ranch Water Extraction and Delivery System. The Final EIR considers and responds to the comments received on the Draft EIR for the proposed project, which was issued on July 23, 2008. This notice also provides information on hearings to be held by the Inyo County Water and Planning Commissions.

Project Summary:

The proposed project would involve pumping water from two existing wells at Coso’s Hay Ranch property in Rose Valley (adjacent to and east of Highway 395, just north of Coso Junction, and 0.5 miles south of Dunmovin) for injection into their geothermal field located within the China Lake Naval Air Weapons Center. Water would be withdrawn from the wells at an average rate of 3,000 gallons per minute, or approximately 4,800 acre-feet per year. The water would be piped from the Hay Ranch property to the geothermal facility, a distance of 9 miles. The water pipeline would consist of a 20-inch diameter steel pipe, which would be buried for most of its length, and would follow the general path of existing roads and associated rights of way. The CUP is proposed for a period of 30 years.

Environmental Effects of Proposed Project:

The Final EIR describes the potential impacts on the environment that would be caused by the project and identifies possible mitigation measures that would reduce or eliminate those impacts, pursuant to the California Environmental Quality Act (CEQA). The mitigation measures would be included as conditions of the CUP if the Final EIR is approved by the Inyo County Planning Commission.

Public Hearing:

A public hearing in front of the Inyo County Water Commission will be held on January 12th, 2009, at 6:00 p.m. in Independence. The meeting will be held in the Board of Supervisors room in the Administrative Building. The Water Commission will consider submittal of recommendations to the Inyo County Planning Commission regarding hydrogeological and related environmental impacts.

A public hearing in front of the Inyo County Planning Commission will be held on January 28, 2009 at 10:00 a.m. in Independence. The meeting will be held in the Board of Supervisors room in the Administrative Building. This hearing will be held to decide whether or not to certify the Final EIR.

Copies for Review:

All persons and agencies commenting on the Draft EIR within the review period have received a copy of the Final EIR, pursuant to the California Environmental Quality Act (CEQA). The Final EIR will also be available for public review beginning January 2, 2009 at the Inyo County Planning Department’s website (www.inyoplanning.org), the Planning Department’s offices (168 N. Edwards Street, Independence), and at all Inyo County public libraries.
